Shillong–Silchar Expressway: Unlocking Meghalaya’s Economic and Strategic Potential

The Union Cabinet's recent approval of the ₹22,864 crore Shillong–Silchar Expressway marks a transformative step for Meghalaya and the broader Northeast region. This 166.8 km greenfield, four-lane, access-controlled highway aims to bridge critical infrastructure gaps between Meghalaya and Assam, fostering regional integration and growth.

Project Overview

• Route & Length: The expressway will stretch from Mawlyngkhung near Shillong in Meghalaya to Panchgram near Silchar in Assam, covering 166.8 km—144.8 km in Meghalaya and 22 km in Assam.

• Construction Model: Implemented under the Hybrid Annuity Mode (HAM), the government will fund 40% of the project cost, with the remaining 60% financed by private developers, who will receive fixed annuity payments over 15 years.

• Timeline: The project is slated for completion within three years, aiming to be operational by 2028.

• Employment Generation: The construction phase is expected to generate approximately 74 lakh direct man-days and 93 lakh indirect man-days of employment, contributing to local economies.

Integration with National Initiatives

The expressway aligns with the PM Gati Shakti National Master Plan, aiming to create a unified and comprehensive infrastructure network across India. By integrating with major transport corridors like NH-27, NH-106, NH-206, and NH-37, the project will enhance multimodal connectivity in the region.
